The United Kingdom’s Troubled Experiment with Personal Pensions

As Americans consider various proposals to privatize some or all of the Social Security system, they would do well to examine the experiences of other countries. The United Kingdom, for example, was a pioneer in this as in so many other privatization efforts. In practice, Britain's program has had a mixed record. This issue brief outlines several of the ways in which the British private pension plan has failed to deliver enhanced benefits to its subscribers and warns American policy-makers considering a similar program about the possible negative outcomes.
