An Analysis of the Plans Proposed by the President's Commission to Strengthen Social Security

In 2001, President Bush appointed a Commission to Strengthen Social Security, which released its final report the following year. That report (available here) outlined three different plans for partial privatization of Social Security. In this white paper cosponsored by The Center on Budget and Policy Priorities, economists Peter Diamond and Peter Orszag analyze Models 2 and 3 presented in the Commission's plan (Model 1 would not restore actuarial balance). Their analysis offers useful insight to the sort of trade-offs and consequences involved in privatization plans, and is required reading for understanding what the White House's final proposal for privatization will entail.
