The final report of the 2001 Commission presented 3 models for Social Security reform based around diverting a portion of each worker's taxable payroll into private investment accounts, in addition to other changes. The second model presented in the report is widely believed to be the most likely starting point for the Social Security privatization scheme President Bush is expected to introduce in 2005.
Shortly after the release of the report, economists Peter Diamond and Peter Orszag released an in-depth critique of the report entitled "Reducing Benefits and Subsidizing Individual Accounts", cosponsored by The Century Foundation and the Center For Budget and Policy Priorities.
